When people talk about the Flying Doctor, thoughts generally turn to red-bellied planes undertaking rescue missions in the Outback. However, the current Victorian story is one that reflects today's challenges for people living in remote and rural communities across the state. While we do still transport people by air and by road, this work is complemented by a range of primary health services that address the most common issues people living in country Victoria face when accessing health care.

About the Role

The Team Leader - Operations provides leadership and day-to-day oversight across the Operations Centre, supporting service delivery across our road and aeromedical operations, community transport, and health programs. This role is responsible for workforce coordination, performance management, and operational decision-making to ensure safe, efficient, and consistent service outcomes. Working within a unified, task-based model, you will ensure clear processes, effective escalation, and strong role clarity across all streams. You will collaborate closely with Program Managers, Regional and Branch Managers, and senior leaders to deliver integrated, best-practice operational outcomes. This position offers flexibility to be based at our Richmond Head Office or any RFDS branch location.

Key responsibilities include but not limited to:

  • Leading recruitment, onboarding, and ongoing development of Operations and Rostering teams, fostering a high-performing and collaborative culture
  • Providing day-to-day leadership, coaching, and performance management to support team effectiveness and capability uplift
  • Overseeing workforce planning, including development and management of master rosters and real-time operational logistics
  • Ensuring rostering practices comply with enterprise agreements, awards, and organisational policies
  • Proactively identifying and resolving resourcing challenges, making cost-effective decisions to support service continuity
  • Driving communication and consultation across teams regarding rostering, resourcing, and operational updates
  • Monitoring operational performance through data analysis and reporting, contributing to informed decision-making
  • Leading continuous improvement initiatives, managing operational issues and complaints, and supporting service quality across all streams


To be successful, you will need:

  • Proven leadership experience with the ability to coach, mentor, and develop high-performing teams
  • Strong collaboration skills, fostering a positive team culture and encouraging open communication
  • Demonstrated ability to set, align, and achieve team goals in line with organisational objectives
  • Adaptability and resilience, with the ability to lead teams through change and operational challenges
  • Experience in workforce planning, rostering, and managing 24/7 operations across multiple sites
  • Sound knowledge of workforce management systems and rostering tools (e.g. Emplive, Kronos, Humanforce or similar)
  • Strong understanding of Awards, Enterprise Agreements, and their application to staffing and rostering decisions
  • Ability to analyse workforce data and reporting to drive operational improvements, with relevant qualifications (Cert IV in Frontline Management or similar) highly regarded
  • Satisfactory completion of safety screening including a current Working with Children's Check, National Police Check, and the right to work in Australia.
