Board members nomination 2025

The 89th Annual General Meeting of the Royal Flying Doctor Service of Australia (RFDS South Eastern Section) will be held on Wednesday 5 November 2025. A Notice of Meeting will be issued to Members in mid-October 2025.


As required by the Constitution of the Service, three Board Members shall retire at the Annual General Meeting. In accordance with the Constitution of the Service, the three retiring Board Members, propose to offer themselves for re-election for the three available roles. Other candidates may nominate.

The RFDSSE Board directors are assessed upon a skills and experience based matrix in line with best practice board governance. The three Board Members up for re-election have a number of the required skills and experience identified as fundamental to the RFDSSE (Director Biographies provided below), these include:
- Has lived in rural and remote areas of RFDS South Eastern services area for over 10 years (outside of the major regional centres), accessed RFDSSE’s remote services, and understanding the challenges across rural health and rural communities. 
- Commercial and financial acumen, experience in legal and regulatory environment, strategy development, corporate governance and risk management.
- Commercial Aviation compliance, safety and risk expertise.

The Nominator, Seconder and Nominee must be financial Members and the Nominee must consent to the nomination in writing.  Brief biographical details should be provided by the Nominee for publication.

RFDSSE Board Committees Membership - Member, Regional Advisory Committee; Medical, Health and Advisory Committee.

Director, Nunyara Pastoral. Business Manager, AgnVET. Shareholder board member of AGnVET Services. Industry Representative, Darling River Food and Fibre; Macquarie River Food and Fibre.

Sam was born and raised in Bourke and lives in Bourke and Dubbo.  He is experienced in strategic planning and leadership and has strong commercial skills over a broad spectrum underpinned by business interests in rural Australia.  A civil engineer by training, he was founder of Darling Irrigation, and he is a shareholder board member of AGnVET Services, one of Australia’s leading rural based private companies.  He also manages land holdings in western NSW and South West QLD, developed alongside his wife Phoebe, with a focus on responsible agriculture.

Sam is passionate advocate for rural Australia, the country, its people and its future.

Andrew Monaghan – Director

Chief Risk Officer Qantas.

Andrew is a well-respected and experienced leader who has held a number of senior roles within Qantas and has board experience. Andrew’s experience includes responsibility for flight operations, cabin crew, engineering airports, integrated operating centre, operations planning and strategy and group compliance and regulatory management.

David Ryan – Director

Senior Corporate Partner at Global Law Firm DLA Piper. 

David has over 20 years’ experience advising boards and senior executives on public company securities law and corporate governance matters.  During his time as a partner, David has been involved in some of the most complex and high-profile transactions in Australia.  Prior to joining DLA Piper, David was a partner at Ashurst Australia where he advised on a number of corporate governance matters for listed, non-profit and government clients. David is a member of the Australian Institute of Company Directors, the Law Council of Australia – Business Law Section.
